Is there any way to use google adwords to make money without having a website or a product that you want to sell? If so, please give me details.

You can place a small business ad which is part of Google Ad Words, those can direct people to your location on Google Maps and have a coupon to go with the ad.

Its probably not worth your while as anyone searching via the web for your services probably will get turned off by the fact you don't have a website. You also won't be able to track anything, like if someone finds their way to your place via Google there is no way for you to know that the ads are doing their job.
