Hey I just bought a game, fallout 3 for the PC. When i play it on full-screen, the top right portion of the window "border" starts to flicker. First off, the window borders shouldn't even appear because I'm playing in full screen, but that portion appears and I know it's my game window because it says fallout 3.

If you don't know what I mean, it's a border like this: Flickering on and off while I'm playing the game.
