at the top of internet and other opened links at the top of the page is a baby blue color..also there is a baby blue border at the bottom where the start menu is

i dont like the color and i want to change it....
if someone could tell me how without getting too complex.. (as im still in schoo)l..would be great...
i tried right clicking and personalizing and then clicking windows color something just pops up nd it says window color nd appearence at the op nd i cant find out how to change it...
