Default windows server 2003 folder permissions...not working?

i created an account on the domain, he logs in ok. i give him permissions to a folder...he still can't access it. i add him to a group who can access the folder and also add him individually and still no go. to make sure it isn't the computer access, i log him into a computer where another user can access the folder, and he still can't access it. any idea of the problem or things i could try? he is on the domain users group and there are no other groups he is apart of with negative restrictions

i've also noticed that even though i added the computer on the domain, it isnt in the computer list in the active directory. i then tried to add the computer name, but the domain and the computer info don't appear next to the computer like the others.
