Default Virus masked as Windows Vista virus program?

I have recently got a virus on my computer which believes it is Vista. It acts as Vista virus program, it blocks me from accessing the internet and every time i attempt to acces the internet though Internet explorer or other it pop up saying i must first register the program. It wont allow me to open any of my Virus searching program such as AVG or Malware bytes. It constantly pops up stating i am being hacked and i need to do something, this comes up every 10 mins or so and also when i start up the comp it pops up. I decided to go along with it to see what it wanted, it seems to want me to register, but when i click the register button it attempt to open a window which it states is internet explorer, but when it tries to open this window THE REAL VISTA pop up explaining that a so and so program is trying to acces the internet it states its location is Local/AppData/av.exe but this location is invalid:| not sure what to do and would love to get rid of it
