Default HP Laptop DV6000 Windows Vista 32bit Wont detect CD/DVD Drive on BIOS?

I have a HP DV6000 Laptop running on Windows Vista 32bit. The problem started after my hard drive crashed. So I purchased a new hard drive and installed it. Well I went to re format the hard drive and install windows vista, the laptop wont detect my DVD/CD Drive. It does detect the new hard drive. So I tried an external drive and still wont detect that. I also loaded vista onto a USB drive and that does not work. I reset CMOS to see if it would detect my drive and still no luck. I was able to flash bios and still no luck. I am all out of ideas. The laptop still boots normal and just says no operating system found of course because I cant install vista because it wont detect the drive. Can someone pleas shine some light and advise me what I can do.
