Default Sound Software for Windows Vista?

I'm looking for two types of programs, or one main one that has both features.

The first feature is a program that outputs the sound that is put in. Now you're supposed to be able to do this with Vista, but I can't seem to get it to work, so if you know that part, great! BUT, I can't have ANY delay.

Then the second feature which will explain why I even want the sound through the computer is a mic equalizer What I'd like this to do is automatically alter the volume of the mic if it's outside a certain range, that way when a quiet voice is talking, it increases, and a loud voice, it decreases.

However, I don't want it to always be altering it, so then if the loud voice gets louder, it doesn't quite the mic and make the speaker have a mono-volume.

These are wanted for recording purposes.

Is there anything like this out there?
